dc.description.abstractObjective of the work: Develop improvement proposals for the qualification process of Cemig's material suppliers. The focus is on the planning stage of the PDCA cycle (Plan, Do, Check, Act) which constitutes the diagnosis of the current situation, advancing to the implementation stage of the action plans elaborated according to the logic of implementation of actions and feasibility within the research deadline. Methodology: This research used qualitative evaluation techniques since the information, data and evidence were submitted to descriptions, understandings, interpretations and analysis that occurred simultaneously with data collection. As for the strategy, it is classified as an action research that had as characteristic the planned action on detected problems. The process approach directed the research that was conducted according to the PDCA method of process improvement. The research also included the use of quality tools and data and information collection through participant observation, qualitative interview, focus group and document analysis. Results: Improvement proposals were developed for the management and control of the qualification process of Cemig's material suppliers through action plans for problem solving and proposals for redesign of the processes studied. Among the results obtained are: i) the simplification and standardization of processes with the creation of instructions and procedures including the objective definition of responsibilities; (ii) the reduction of rework; (iii) the provision and sending of assertive information to suppliers; (iv) the measurement and monitoring of the performance of processes and executors; (v) data-driven management vision and consequent decision-making capability; (vi) balancing the workload between executors; (vii) the reduction of service deadlines; (viii) the definition of a structure of indicators for measuring the performance of suppliers and their resources for operationalization; (ix) the impetus in the implementation of a new model of maintaining the pre-qualified supplier base through systematic feedback of performance; (x) the creation of a framework for continuous improvement as part of the management of the day-to-day work routine of the processes. Practical implications: This research is a reference for the diagnosis and remodeling of business processes, especially those related to supplier management. The practical implications reach: (i) public companies, through an example of remodeling the qualification process of suppliers in the context of public administration; (ii) companies and professionals in the electricity sector interested in promoting improvements in business processes, from examples of application of analysis and problem solving techniques using quality tools, mapping and process modeling;(iii) national electricity sector that, from the continuous improvement of supplier management processes of electric utilities , will be able to print improvement in the performance of the material supplier market. Originality and Contributions: This work has as main academic contribution the confirmation of the complementarity of the use of modeling techniques and root cause analysis of problems in the diagnosis of processes, as well as the use of this diagnosis as an input for the planning stage in the application of the PDCA method of process improvement. The research innovates in bringing this model of process improvement to the electricity sector in the context of a public company with implications for maintaining a qualified supplier base.eng
