Resumo
Este artigo científico investiga a eficácia dos modelos habitacionais de autogestão que
incorporam a participação popular como elemento central de sua atuação, com o objetivo de
identificar a viabilidade do modelo autogestionário de construção habitacional como política
pública para a promoção do direito fundamental à moradia. A pesquisa adota uma abordagem
interdisciplinar, combinando elementos do direito, ciência política e sociologia para examinar
o impacto da participação popular nas etapas de planejamento, execução e monitoramento dos
projetos de habitação.
A metodologia empregada é baseada no método histórico-dedutivo e utiliza uma
abordagem qualitativa, com análise de pesquisas bibliográficas e documentais de diversos
campos disciplinares que exploram a experiência da autogestão habitacional como um modelo
viável para a construção de moradias populares. O estudo se desdobra em três etapas
principais: a análise do direito à moradia no contexto brasileiro, a investigação dos principais
aspectos práticos do modelo autogestionário e a identificação da viabilidade da autogestão
como política pública habitacional.
Este artigo busca, portanto, contribuir para o debate sobre políticas habitacionais no
Brasil, examinando a possibilidade da autogestão habitacional como uma abordagem eficaz
na promoção do direito à moradia e destacando a importância da participação popular nas
políticas públicas habitacionais.
This scientific article investigates the effectiveness of self-management housing models that incorporate popular participation as a central element of their operation with the aim of identifying the viability of the self-management housing model as a public policy for the promotion of the fundamental right to housing. The research adopts an interdisciplinary approach, combining elements from constitutional law, administrative law, political science, and sociology to examine the impact of popular participation in the stages of planning, execution, and monitoring of housing projects. The methodology is based on the historical-deductive method and employs a qualitative approach, involving an analysis of bibliographic and documentary research from various disciplinary fields that explore the experience of self-management housing as a viable model for the construction of affordable housing. The study unfolds in three main stages: the analysis of the right to housing in the Brazilian context, the investigation of the key practical aspects of the self-management model, and the identification of the feasibility of self-management as a public housing policy. This article seeks to contribute to the discourse on housing policies in Brazil by examining the possibility of self-management housing as an effective approach in promoting the right to housing and emphasizing the importance of popular participation in housing public policies.
