Resumo
Our main goal is to investigate to what extent the demands presented by the citizens to the "ouvidorias" (ombudsman's offices), created within the Courts of which the Electoral Judiciary consists, may be characterized as instruments for the citizens' participation in public administration, improving the exercise of democracy. As methodology, we used a review of the national bibliography with respect to the themes 'democracy', 'public ombudsman's offices', and 'citizens' participation in public administration,' and also inquiries to Brazilian legislation. For the latter, we presented the concept and the typology of democracy, focusing on the 'participative' aspect present in the 1988 Constitution of the Federal Republic of Brazil, describing the instruments of the public budget, of the councils of rights and of the ombudsman's offices. We examined the historical context that enabled the emergence of the public ombudsman's offices, with special attention to the functions carried out by the Electoral Justice and the duties of the ombudsman acting in this specialized field. Finally, we presented collected data that serve as support for a better understanding about the citizens' participation in public administration of the Regional Electoral Courts, assisting with the improvement of the exercise of democracy.
