dc.description.abstractA Guarda Municipal é uma corporação policial integrante da segurança pública brasileira, cujo objetivo é garantir que o Estado cumpra suas incumbências constitucionais como mantenedor da segurança, da paz social e da ordem. Serão destacadas, então, as prerrogativas inerentes à Guarda Municipal em conformidade com a Constituição Federal, o Sistema Único de Segurança Pública, sua relação com o Estatuto do Desarmamento, bem como ações desempenhadas sob a condição de agentes de trânsito. A discussão envolverá a hermenêutica constitucional relacionada à competência da Guarda Municipal, a relevância do seu trabalho, o dever do Estado e às responsabilidades de todos os envolvidos. O presente trabalho, então, apresentará o papel da Guarda Municipal à luz dos princípios fundamentais e do sistema normativo, destacando aspectos de sua atuação como operadores da Segurança Pública no contexto do policiamento preventivo e comunitário, discorrendo sobre a segurança pública e explicitando as incumbências deste órgão na segurança dos Municípios e na proteção dos munícipes.
dc.description.abstractThe Municipal Guard is a police corporation that is part of Brazilian public security, whose objective is to ensure that the State fulfills its constitutional duties as the maintainer of security, social peace and order. Then, the prerogatives inherent to the Municipal Guard in accordance with the Federal Constitution, the Unified Public Security System, its relationship with the Disarmament Statute, as well as actions performed under the condition of traffic agents will be highlighted. The discussion will involve constitutional hermeneutics related to the competence of the Municipal Guard, the relevance of its work, the duty of the State and the responsibilities of all those involved. The present work, then, will present the role of the Municipal Guard in the light of the fundamental principles and the normative system, highlighting aspects of its performance as operators of Public Security in the context of preventive and community policing, discussing public security and explaining the tasks of this body in the security of the Municipalities and in the protection of the citizens.
