Abstract
É inquestionável que o E. Tribunal de Justiça de São Paulo (TJSP) é o maior do Brasil, e não é à toa que nele tramitam cerca de 20 mi (vinte milhões) de processos no ano de 2020. O total da despesa do Judiciário Nacional ultrapassou a marca histórica de R$ 100 bi (cem bilhões de reais) no mesmo ano, sendo que cerca de ¼ (um quarto) desse valor decorreu do TJSP. Mesmo com os atuais Planos de Contingenciamento, considerável déficit orçamentário assombra as contas há anos. Ante tal cenário, pergunta-se: será que o referido Tribunal soube administrar seu orçamento? Será que os investimentos são destinados corretamente? Os Relatórios disponibilizados são transparentes? Desta forma, o presente artigo trará uma visão macro da gestão orçamentária do Tribunal de Justiça do Estado de São Paulo, englobando as principais discussões sobre o tema.
It’s unquestionable that the Court of Justice of São Paulo is the largest in Brazil, and no wonder there are about 20 m (two-hundred million) lawsuits in this Court in the year of 2020. Total expenditure of the national judiciary exceeded the historical mark of R$ 100 b (one hundred billion reais) in the same year, with about ¼ of this amount having originated from the Court of Justice of São Paulo. Even with the current Contingency Plans, considerable budgetary deficit has been haunting the accounts for many years. Faced with such a scenario, the question are: has such Court been able to handle its budget? Have investments been made correctly? Are the available reports transparent? Thus, this article will bring a comprehensive view on budget management by the Court of Justice of São Paulo, encompassing the main discussions on this topic.
