A sociedade brasileira vive uma crise de representatividade: apesar de a maior parte da
população considerar que a democracia é o melhor regime político, as pessoas não enxergam
nos representantes eleitos democraticamente real interesse em promover mudanças que
melhorem a vida da população. Com isso, cresce o desinteresse das pessoas pela política, que
deixam de participar de forma ativa na democracia, o que faz com que os representantes
sintam-se confortáveis em agir em benefício próprio em vez de agir em prol da população. O
presente estudo tem como problema de pesquisa a identificação, na sociedade brasileira, do
desinteresse pela política, e da crise de representatividade existente entre e população e os
representantes eleitos. Foram consideradas, como hipóteses, que o processo eleitoral - um dos
principais mecanismos da participação democrática ativa -, em seu modelo atual (Eleições
Municipais e Eleições Gerais), não é capaz de estimular no povo o senso de responsabilidade
e protagonismo necessários, e que há a possibilidade de reforçar esse senso e fortalecer a
democracia com a implementação de um novo modelo eleitoral (Eleições dos Poderes
Legislativo e Executivo). Foi utilizado nesta pesquisa o método documental, e a justificativa
da pesquisa é a contribuição para a consolidação do conhecimento acerca do processo
eleitoral no Brasil e seus impactos na sociedade, bem como a demonstração das diferenças
entre os modelos eleitorais vigente e alternativo, de forma que restem demonstrados os
benefícios do novo modelo.
Brazilian society experiences a crisis of representation: although the majority of the population considers democracy to be the best political regime, people do not see in democratically elected representatives a real interest in promoting changes that improve the lives of the population. As a result, interest in politics decreases, and people do not actively participate in democracy. This makes political representatives feel comfortable acting for their own benefit instead of acting for the benefit of the population. The research problem of the present study is the identification, in Brazilian society, of the lack of interest in politics, and the crisis of representation that exists between the population and elected representatives. The hypotheses considered were that the electoral process - one of the main mechanisms of active democratic participation -, in its current model (Municipal Elections and General Elections), is not capable of stimulating the necessary sense of responsibility and protagonism in the people, and that there is a possibility of reinforcing this sense and strengthening democracy with the implementation of a new electoral model (Elections of the Legislative and Executive Powers). The documentary method was used in this research, and the justification for the research is the contribution to the consolidation of knowledge about the electoral process in Brazil and its impacts on society, as well as demonstrating the differences between the current and alternative electoral models, to demonstrate the benefits of the new model.
