As inovações tecnológicas e seu impacto na sociedade causam uma série de debates acerca de
seus benefícios e riscos, tanto no campo privado quanto no público. Um caso que vem sendo
colocado em evidência é o do uso de algoritmos e microdirecionamento de conteúdo para
manipulação política da população de um país, atentando contra sua democracia. Verifica-se o
uso desta metodologia por políticos de extrema-direita ao redor do mundo, através da
disseminação de notícias inverídicas e discurso de ódio para estimular a violência e medo aos
seus eleitores, existindo, inclusive, empresas especializadas na prestação deste tipo de serviço,
como é o caso da Cambridge Analytica. Ocorre que os algoritmos das redes sociais, em
conjunto com suas grandes base de dados, colabora com a polarização da população, uma vez
que direcionam e isolam as pessoas em suas bolhas sociais, local onde não possuem acesso à
pensamentos contrários aos seus. No Brasil, essa situação resultou na tentativa de golpe do dia
08 de janeiro, onde manifestantes invadiram as sedes dos Poderes Públicos. Buscando uma
solução, o Tribunal Superior Eleitoral firmou acordos com diversas redes sociais, incluindo o
WhatsApp e Telegram, que se comprometeram a combater a disseminação de desinformação.
Technological innovations and their impact on society cause a series of debates about their benefits and risks, both in the private and public spheres. One case that has been highlighted is the use of algorithms and microtargeting for political manipulation of a country’s population, undermining its democracy. This methodology is used by far-right politicians around the world, through the dissemination of fake news and hate speech to encourage violence and fear among their voters, and there are even companies specialized in providing this type of service, as is the case of Cambridge Analytica. It happens that the social media’s algorithms, together with their large databases, contributes to the polarization, since it lead and isolate people in their social bubbles, where they have no access to opposites thoughts to their own. In Brazil, this situation led us to the attempted coup of January 08, where protesters invaded the headquarters of the Brazilians Public Powers. Looking for a solution, the Superior Electoral Court has signed agreements with several social networks, including WhatsApp and Telegram, which have committed to combat the spread of disinformation.
