dc.description.abstractA prostituição é a oferta da atividade sexual mediante contraprestação monetária, cuja origem perde-se nos primórdios da história. Ao longo da evolução e aprimoramento da sociedade, a prostituição relacionou-se com o Estado e com seus entes de formas variadas, mas, até hoje, permanece o preconceito que impede que tanto a atividade quanto seus praticantes tenham o devido reconhecimento. Propõe-se analisar o caminhar da prostituição ao longo do tempo, com enfoque na sua relação com o Estado e o Poder Público, bem como com a sociedade ao seu redor, mediante pesquisa qualitativa de obras bibliográficas, tais como livros, artigos e periódicos. Além disso, busca-se definir, exemplificar e analisar os três principais sistemas de abordagem à prostituição, sistematizados ao longo do tempo, através do exame de dados governamentais. Ressalta-se ainda a dificuldade de acesso a dados oficiais sobre o tema no contexto nacional, em razão da escassez da fiscalização e acompanhamento pelo Poder Público. Ao fim, conclui-se pela necessidade de instalação do sistema regulamentador da prostituição no Brasil, considerando o histórico de violência policial e de violação a direitos, bem como a marginalização das prostitutas, fenômeno social em muito devido à ausência de legislação específica que regulamente o tema.pt_BR
dc.description.abstractProstitution is the offer of sexual activity upon monetary return, which origin is due to the beginning of history. Throughout the evolution and improvement of society, prostitution has been related to the State and its entities in different ways, but, to this day, the prejudice that prevents both the activity and its practitioners from having due recognition remains. In this article, it is proposed to analyze the progress of prostitution over time, focusing on its relationship with the State and the Public Power, as with the society around it, through qualitative research of bibliographical works, such as books, academic articles and periodicals. In addition, it seeks to define, exemplify and analyze the three main systems of approach to prostitution, systematized over time, through the examination of government data. It is also noteworthy the difficulty of access to official national data, due to the lack of inspection and monitoring by the Brazilian Government. In the end, it is concluded that there is a need to install the regulatory system for prostitution in Brazil, considering the history of police violence and violation of rights, as well as the marginalization of prostitutes, a social phenomenon largely due to the absence of specific legislation regulating the activity.pt_BR
