O presente artigo foi elaborado com uma preocupação: Tornar mais simples e democrático o entendimento acerca de mercados voluntários de carbono no mundo, e como eles podem ser implementados aqui no Brasil. A preocupação se deve ao contesto climático no qual vivemos, com aumentos de temperatura e previsões ruins, criando a necessidade de termos uma ação afirmativa para conter a situação e perpetuar a vida e o bem estar na terra. Os mercados voluntários de carbono surgiram como uma das várias iniciativas criadas dentro da política climática, mas numa lógica financeira, para que empresas diminuem suas emissões ao mesmo tempo que possam manter sua atividade, atendendo sua função social, preservando empregos e circulando renda. Para criar uma alternativa desse tipo no Brasil, foram analisados quatro mercados voluntários diferentes: EU ETS, Verra, Gold Standard e Global Carbon Council. Métodos diferentes, porém um único objetivo, de cumprir as metas de redução de emissão de gases de efeito estufa na atmosfera estabelecidos pela Convenção Quadro das Nações Unidas sobre Mudança do Clima e o Protocolo de Kyoto. O trabalho mostra que não há um modelo, mas sim, pontos de cada um desses sistemas que podem ser aproveitados aqui, e modelados à realidade brasileira, sendo o nosso pais o que tem maior potencial nesse tocante, no Mundo.
The present work was developed with a concern: to make the understanding of voluntary carbon markets in the world and how they can be implemented in Brazil simpler and more democratic. The concern arises from the climate context in which we live, with temperature increases and poor forecasts, creating the need to take affirmative action to contain the situation and perpetuate life and well-being on Earth. Voluntary carbon markets have emerged as one of several initiatives created within climate policy, but in a financial logic, so that companies can reduce their emissions while maintaining their activity, serving their social function, preserving jobs and circulating income. To create such an alternative in Brazil, four different voluntary markets were analyzed: EU ETS, Verra, Gold Standard, and Global Carbon Council. Different methods, but a single objective, to meet the greenhouse gas emission reduction targets set by the United Nations Framework Convention on Climate Change and the Kyoto Protocol. The work shows that there is no one-size-fits-all model, but rather, points from each of these systems that can be leveraged here and modeled to Brazilian reality, with our country having the greatest potential in this regard in the world.
