| dc.description.abstract | Esta dissertação analisa a evolução das políticas habitacionais federais no Brasil entre 1995 e 2022, investigando sua eficácia na mitigação do déficit habitacional. A pesquisa está dividida em quatro capítulos principais. O primeiro capítulo aborda os conceitos gerais sobre políticas de habitação, destacando a importância de ações governamentais na provisão de moradias dignas para populações de baixa renda. O segundo capítulo foca no conceito de déficit habitacional, explorando as causas e impactos econômicos e sociais desse fenômeno. No terceiro capítulo, são descritos os programas habitacionais implementados pelos governos federais ao longo do período estudado, desde o governo FHC até o governo Bolsonaro, avaliando suas variações em termos de investimentos e impacto sobre o déficit habitacional. O quarto capítulo apresenta uma análise quantitativa do déficit habitacional, utilizando modelos econométricos para correlacionar os gastos públicos e outros indicadores macroeconômicos com a evolução do déficit. As conclusões revelam que, apesar dos esforços e investimentos, as políticas públicas de habitação ainda são insuficientes para resolver o déficit habitacional, indicando a necessidade de abordagens multidimensionais e de longo prazo que vão além da mera construção de unidades habitacionais. | |

The second chapter focuses on the concept of the housing deficit, exploring the causes and economic and social impacts of this phenomenon. The third chapter describes the housing programs implemented by federal governments throughout the study period, from the FHC government to the Bolsonaro government, evaluating their variations in terms of investments and impact on the housing deficit. The fourth chapter presents a quantitative analysis of the housing deficit, using econometric models to correlate public spending and other macroeconomic indicators with the evolution of the deficit.
