A pesquisa “Projetos De Lei De Iniciativa Popular No Brasil: Entraves E Resultados Práticos” foi realizada com o objetivo de ampliar a perspectiva da sociedade civil com relação à efetiva participação política popular direta. Diz-se que há meios de participação popular direta no Brasil nos dias atuais, porém, indaga-se: são efetivos? Por “efetivos” há a intenção de analisar: se os meios postos permitem uma viável participação popular; se a população carrega consigo um sentimento de que participa ativamente do rumo do país; e se há interesse do Estado em que a população participe diretamente dos procedimentos decisórios. Para que fosse possível essa análise, foi realizada pesquisa especificamente acerca da apresentação de projetos de lei por iniciativa popular. Mais especificamente, foram analisadas as regulamentações normativas que envolvem o tema, projetos de lei que versam sobre a matéria, leis que são produto da iniciativa popular e o cenário brasileiro em comparação com o cenário mundial especificamente sobre a temática. A pesquisa visa ampliar o debate e instigar a reflexão de se o caminho de participação popular por meio da apresentação de projetos de lei e efetivo, principalmente. No transbordar, apresenta, no decorrer do trabalho, sugestões de como poderiam ser aperfeiçoadas as regulamentações de tal previsão e direito popular.
The research, titled "Popular Initiative Bills in Brazil: Barriers and Practical Results", was conducted with the aim of broadening the perspective of civil society regarding effective direct popular political participation. It is often said that there are means of direct popular participation in Brazil today; however, one may question: are they effective? By "effective," there is an intention to analyze whether the established means allow for viable popular participation, whether the population feels actively involved in the direction of the country, and whether the state has an interest in direct public involvement in decision-making procedures. To facilitate this analysis, a specific study was carried out concerning the presentation of bills through popular initiative. More specifically, the normative regulations related to the subject, bills addressing the topic, laws resulting from popular initiatives, and the Brazilian scenario were analyzed in comparison with the global scenario specifically on this subject. The research aims to broaden the debate and stimulate reflection on whether the path of popular participation through the presentation of bills is truly effective. In the course of the work, it provides suggestions on how the regulations for such provisions and popular rights could be improved.
