O combate à desinformação no contexto da pandemia de Covid-19: moderação de conteúdo e fake news

É certo que as redes sociais são enormes facilitadores no que diz respeito à comunicação. Capaz de manter conectada a sociedade mesmo em momentos como o da pandemia de COVID-19, em que foi necessário o isolamento social durante um longo período, a Internet pode ser considerada a base da sociedade moderna. No entanto, é preciso estar atento a tal facilitação. Num contexto incerto como o da pandemia, a desinformação veiculada nas redes sociais foi utilizada em grande escala de modo a influenciar a sociedade, causando grandes impactos no combate à doença. Este trabalho visa responder a seguinte pergunta: “Como as plataformas de conteúdo, em especial o Instagram e o Facebook, lidaram com a desinformação veiculada por seus usuários, sem censurá-los, no contexto da pandemia de COVID-19?”. Para o desenvolvimento deste trabalho, utilizou-se o método de abordagem qualitativa, de natureza teórica, de pesquisa orientada e explicativa, a partir de uma pesquisa bibliográfica e documental. Como conclusão, verifica-se que a autorregulação é fundamental ao funcionamento das redes sociais. Analogamente, enquanto o Marco Civil da Internet se equipara à Constituição Federal no que diz respeito à organização social, delimitando direitos e garantias fundamentais aos usuários, membros da sociedade online, a autorregulação se equipara aos demais dispositivos legais, determinando as possibilidades de atuação e as sanções aplicáveis aos usuários que não a observam. Em especial, a autorregulação regulada é necessária ao ambiente online e à sociedade que nele se desenvolve, ao passo que deve a todo momento observar os limites impostos pelo direito à liberdade de expressão. Ademais, de forma a combater a desinformação, é necessária a educação midiática e informacional da sociedade, a qual será responsável por incentivar a criação de leitores críticos, sobretudo estimulando a reflexão e a pesquisa.
It is known that social networks are an enormous facilitator when it comes to communication. Able to keep society connected even in periods such as the COVID-19 pandemic, in which social isolation was necessary for a long period, the Internet can be considered the basis of modern society. However, we must be aware of such facilitation. In an uncertain context such as the pandemic, the disinformation conveyed on social networks was used on a large scale in order to influence society, causing great impacts in the fight against the disease. This paper aims to answer the following question: “How do content platforms, especially Instagram and Facebook, dealt with the disinformation conveyed by their users, without blaming them, in the context of the COVID-19 pandemic?”. For the development of this work, it was used the method of qualitative approach, of theoretical nature, in an oriented and explanatory research, from a bibliographic and documentary research. In conclusion, it was verified that self-regulation is fundamental to the functioning of social networks. Similarly, while the Civil Framework of the Internet is equivalent to the Federal Constitution regarding the social organization, establishing fundamental rights and guarantees to users, members of the online society, self-regulation is equivalent to other legal provisions, determining the possibilities of action and the sanctions applicable to users who do not observe it. In particular, regulated self-regulation is necessary for the online environment and the society that is developed in it, and at all times it must be observed the limits imposed by the right to freedom of expression. Moreover, to combat disinformation, it is necessary the media and informational education of society, which will be responsible for encouraging the creation of critical readers, especially stimulating reflection and research.
