Abstract
A fuga em massa de venezuelanos para os países da América Latina, em decorrência
sobretudo da crise humanitária no país durante a década de 2010, configura um
movimento migratório que ainda causa sensíveis efeitos em toda a região latina. O
Brasil, como país de acolhida, precisou se adaptar ao recebimento desses indivíduos,
implementando para isso políticas públicas de proteção. Dentre os setores mais
impactados pelo intenso fluxo migratório, o serviço de saúde pública, proporcionado
pelo Sistema Único de Saúde (SUS), desempenha papel fundamental nos cuidados
básicos necessários à população imigrante. O Brasil, por possuir diferentes estágios
de desenvolvimento em todo o seu território, enfrenta problemas com a disponibilidade
de recursos públicos, especialmente em Roraima, principal unidade federativa a
receber os venezuelanos. A partir dessa conjuntura, o presente estudo se propõe a
analisar o acesso à saúde pública pelos imigrantes venezuelanos no Brasil, fazendo o por meio de análise minuciosa das particularidades dessa população, bem como as
obrigações legais do Estado e o entendimento das medidas empregadas para o
tratamento correto, digno desse imigrante. Por fim, também realizará a análise
comparativa entre as políticas públicas implementadas a favor do acesso ao SUS pela
comunidade boliviana no Brasil, que apresentaram resultados satisfatórios e podem
servir de parâmetro positivo em relação às necessidades dos imigrantes
venezuelanos.
The massive scape of Venezuelans to Latin America countries, mainly due to the humanitarian crisis in the country during the decade of 2010, represents a migratory movement that still has significant effects on the entire Latin region. Brazil, as a host country, had to adapt itself to receiving these individuals, implementing public protection policies for them. Among the sectors most impacted by the intense migratory flow, the public health service, provided by the Unified Healthcare System (SUS), plays a fundamental role in the basic care needed by the immigrant population. As a result of its different stages of development throughout Brazilian territory, the country faces problems with the availability of public resources, especially in Roraima, the main federative unit to receive Venezuelans. Based on this situation, the present study proposes to analyze the access to public healthcare by Venezuelan immigrants in Brazil, doing it through a detailed analysis of the particularities of this population, as well as the legal obligations of the State and the understanding of the measures employed for the correct treatment, worthy of this immigrant. Lastly, a comparative analysis will also be carried out between the public policies implemented in favor of access to public healthcare by the Bolivian community in Brazil, which have presented satisfactory results and can serve as a positive parameter in relation to Venezuelan immigrants needs.
