Abstract
Este trabalho de conclusão de curso visa tratar sobre situações habituais na Administração Pública, mas por vezes esquecidas nos ambientes acadêmicos: violações cometidas por prefeitos, sendo o núcleo deste estudo aquelas que transgridem o princípio da impessoalidade.Os prefeitos estão mais presentes na vida do cidadão do que se aparenta ao ideário médio. A título exemplificativo, pode-se citar o artigo 30, inciso III de nossa Carta Magna, no qual é revelado ao município sua possibilidade de instituir e arrecadar tributos de sua competência, além de aplicar as respectivas rendas. Tendo em vista esta importância, uma gestão ímproba pode ocasionar a insuficiência de serviços públicos essenciais ao desenvolvimento social. Desta feita, há para o gestor o dever de ser íntegro em suas ações, assim como a sua gestão deverá ser fiscalizada não só pelas instituições, mas também por cada um dos administrados.
This course conclusion paper aims to deal with usual situations in Public Administration, but sometimes forgotten in academic environments: violations committed by mayors, being the core of this study those that violate the principle of impersonality. Mayors are more present in the life of the citizen than it seems to the average ideal. By way of example, we may quote Article 30, item III of our Charter, which discloses to the municipality its ability to institute and collect taxes within its jurisdiction, as well as to apply the respective income.Given this importance, doubtful management can lead to insufficient public services essential to social development. This time, there is the duty of the manager to be honest in his actions, as well as its management should be supervised not only by the institutions, but also by each of the administrated.
