Resumo
O objetivo do presente artigo é analisar e estimar o impacto na queda da arrecadação tributária para o financiamento da Educação Básica, em razão dos efeitos econômicos adversos da pandemia da Covid-19. Para tanto, realizou-se pesquisa descritiva, analítica e bibliográfica, onde são analisados os cenários de queda da arrecadação e seus efeitos no orçamento repassado a educação nos Estados e Municípios, através de um modelo de previsão que combinou dados de receitas de impostos com receitas vinculadas a educação e matrículas. A pandemia da Covid-19 ocasionou grandes impactos sanitários, sociais e econômicos que levou o Governo Federal a uma resposta emergencial com mudanças significativas no que tange o orçamento público federal na Educação Básica. Tendo em vista o cenário de excepcionalidade dos governos no enfrentamento à pandemia da Covid-19. Viu-se que as projeções para a educação pública brasileira não se mostram positivas, principalmente no campo do financiamento da Educação Básica, onde houve uma queda significativa no orçamento e uma redução na transferência de recursos vinculados ao desenvolvimento e manutenção da educação, somados a baixa execução orçamentária do Ministério da Educação no exercício de 2020, e ainda, a falta de medidas suplementares da União na destinação de recursos para o custeio da Educação Básica. Dessa forma, direcionando-se para um possível colapso da educação brasileira.
The purpose of this article is to analyze and estimate the impact on the drop in tax revenue for the financing of Basic Education, due to the adverse economic effects of the pandemic of the Covid-19. To this end, a descriptive, analytical, and bibliographic research was carried out, where the scenarios of fall in tax collection and their effects on the budget passed on to education in the States and Municipalities are analyzed, through a forecasting model that combined data from tax revenues with revenues linked to education and enrollment. The Covid-19 pandemic caused major health, social and economic impacts that led the Federal Government to an emergency response with significant changes regarding the federal public budget in Basic Education. In view of the exceptional scenario of governments in addressing the covid-19 pandemic. It was seen that the projections for the Brazilian public education are not positive, mainly in the field of financing Basic Education, where there was a significant drop in the budget and a reduction in the transfer of resources linked to the development and maintenance of education, added to the low budgetary execution of the Ministry of Education in the year 2020, and also, the lack of supplementary measures by the Union in the allocation of resources for the cost of Basic Education. Thus, heading for a possible collapse of Brazilian education.
