dc.description.abstractThe present study seeks to investigate the regulation of the National Education System (SNE) - as determined by the law which established the National Education Plan (PNE) from 2014 to 2024 and the current wording of Article 214 of the Constitution of the Federative Republic of Brazil 1988 (CF / 88) - may contribute to the institutionalization of a collaborative and federative cooperation without violating the constitutional autonomy of federal entities. Therefore, they are studied some historical factors that marked out the paths that led to the institutional disarticulation of national educational policies, as well as it appears as the political and administrative decentralization in educational matters led to the need to establish able to articulate and coordinate education policies national. Moreover, it is a study of the legal contours of the Brazilian educational federalism, from the perspective of CF / 88 and Law of Directives and Bases of National Education in force (LDB / 1996), to investigate whether the current constitutional order and legal admits that the national education receive systematic treatment. After presents ways to institutionalize the SNE, from what was determined by the PNE 2014-2024, the Second National Conference on Education (CONAE) and the initial proposal of the Ministry of Education (MEC) - published in July 2015.
