O presente Trabalho de Conclusão de Curso visa à análise da aptidão do sistema penal frente
ao combate contra a violência doméstica nos tempos da Covid-19. Para isso, foi analisado os
dados fornecidos pela Secretaria Estadual da Segurança Pública por meio do Serviço de
Informação ao Cidadão (SIC) da Secretaria Estadual da Segurança Pública de São Paulo - SSP,
com enfoque especial no Município de Campinas, com o fito de verificar se houve alterações
significativas na ocorrência dessa violência durante o período da pandemia e quais são as
possíveis motivações que justificam a incidência desse crime. A pesquisa foi desenvolvida pelo
método empírico indutivo, visto que a análise da aptidão do sistema penal e da incidência da
violência doméstica no período da pandemia foi realizada através dos dados disponibilizados
pela SIC, em conjunto com as observações realizadas sob a realidade brasileira. Em suma,
constatou-se que a violência doméstica e familiar é um desmembramento da violência de
gênero, a qual é ocasionada em decorrência da sociedade patriarcal e machista. Além disso,
trata-se de uma violência silenciosa devido à relação pessoal entre as partes e ao fenômeno da
criminologia nomeado de Cifra Oculta.
This thesis aims to analyze the adequacy of the criminal justice system in combating domestic violence during the Covid-19 era. For this purpose, data provided by the State Department of Public Safety through the Citizen Information Service (SIC) of the State Department of Public Safety of São Paulo - SSP was analyzed, with a special focus on the Municipality of Campinas. The goal was to determine whether there were significant changes in the occurrence of this violence during the pandemic period and what possible motivations justify the incidence of this crime. The research was developed using the inductive empirical method, as the analysis of the adequacy of the criminal justice system and the incidence of domestic violence during the pandemic was carried out using data provided by the SIC in conjunction with observations of the Brazilian reality. In summary, it was found that domestic and family violence is a branch of gender violence, which is caused by the patriarchal and sexist society. Moreover, it is a silent violence due to the personal relationship between the parties and the criminology phenomenon known as the Hidden Figure.
