Resumo
This research seeks to investigate the debates about the regulation and the deregulation of telecommunications and its reflexes for the sector under the competitive focus, emphasizing, mainly, the resulting repercussions on the socioeconomic development of the country. It is known that the Brazilian public organization has been gradually transformed from the 1990s, under the argument of structuring essential services to reach a more efficient and modern State, oriented to the interests of society. Before thois scenario, it aims to expose the historical transformations of the telecommunications sector in Brazil, focusing on the current oligopolized capture. In addition, the present dissertation seeks to analyze the regulatory proposals, based on the analysis of regulatory impact, so that the ideal of massification of the service is reached In this context, the study alerts to the problems faced and the challenges to be transposed on the political and economic approach that involve telecommunications. It is concluded, by the results of the research, that there is a need to reflect on the change and confluence of the legal regime of services, for an option that is less damaging to society and from the point of view of preserving competition among agents in the sector, in order to promote the stimulus and provide the universalization of services for the entire population..
