dc.description.abstractThe process of population aging occurs at a speed never seen in the Brazilian demographic data. This scenario suggests successive changes in rules for the granting of retirements, notably in the Social Security System, in order to prolong the active life of workers. On the other hand, the labor market presents barriers to the use of aging workforce, since the enterprises are not always willing and able to employ it. As a result, many people may henceforth be not old enough for retirement but old enough to be excluded from the labor market. Legislative amendments to propose changes in retirement rules seek to preserve financial and actuarial balance, but may also lead to social unprotection of those who are furthest from retirement and out of work. The research adopts as hypothesis of the problem both the unpreparedness of the labor legislation and the social security legislation to deal with the ageism. In addition to the absence of measures to protect the employment of the elderly people, it is observed that changes in the retirement rules are not based on the employability of the older workforce. The proof of the hypotheses is based on literature review and Social Security statistics from 2007 to 2017. The thesis aims to demonstrate that changes in retirement rules can only be legitimated through a safe transition from working life to inactivity, and offers three solutions that can facilitate this transition.eng
