Public coastal access: Emerging issues and potential solutions

© 2025This study addresses the often-overlooked topic of public access to coastal environments and resources by exploring the nature of contemporary and emerging access issues. Using a targeted keyword search of both academic and grey literature we identify and describe six key challenges that play a vital role in shaping the relationships between people, coastal environments and their management: 1) Cumulative effects of coastal development; 2) Integrating public access with natural hazard management; 3) Coastal squeeze caused by rising sea levels; 4) Managing negative impacts of ‘improved’ access; 5) Recognizing customary and existing use values; and 6) Ensuring equity in public access. We describe each of these challenges and present examples that illustrate some of the difficulties in addressing them in real-world policy contexts. We conclude by providing a discussion of the possible pathways forward to address these issues in view of an increasingly contested coastal space and the further challenges posed by climate change. Ultimately, a better understanding of access issues will help to navigate these current and future challenges as an essential yet underappreciated dimension of coastal management.
