All rights reserved.This Article, based on the hypothetical deductive method, and based on legislation, doctrine and jurisprudence, will seek to address the issue of the alleged illegality of the amendment in the deadline for impugnation of the bidding notice, which was promoted by Decree n. 10,024 of September 20, 2019. To this end, after demonstrating the presumption of validity that is in favor of the Decree, it will show that, in addition to having solid grounds to support this validity, there is no harm to the interested parties. After this analysis, the article points out the reason why the Decree is valid.
