© 2021 IEEE.In this work, we present the design of strongly confined optical mode embedded double-layer graphene capacitor, based on Fermi level control. Considering the capacitor for the application of electrooptical modulator, our simulations considering a 250 nm PMMA as a superstrate and a silicon nitride waveguide with height = 200 nm and width = 2 μm resulted on 180 dB/mm extinction ratio. Furthermore, by analyzing the current and capacitance of our simulation we could better comprehend the electrical response of the modulator and its intrinsic nonlinearities.
