It was investigated, in this thesis, the context of fuel distributors. Adopted this type of business due to the environment be extremely dynamic and guided on organizational routines essential in operations and competitiveness. In this sense, the main objective of this research was to analyze the influence of the dynamic capabilities, mediated by absorptive capacity, the operating performance of fuel distribution bases in the Industrial Port Complex of Suape/PE. In theoretical aspects, three constructs are considered in this research: i) dynamic capabilities; ii) absorptive capacity; iii) operational performance. In relation to the study of the dynamic capabilities, it was opted for the line of evolutionary economics by Nelson and Winter (1982), whose premise considers that they are present in the organizational routines. About the absorptive capacity construct it was used the Zahra and George model (2002) that considers the steps of ‘acquisition’ and ‘assimilation’ as potential absorptive capacity and the steps of ‘transformation’ and ‘exploitation’ as realized absorptive capacity. And when it comes to operating performance, the investigation of this construct was grounded on the studies of Garvin (1993) in which they assess the ‘cost’, ‘quality’, ‘flexibility’ and ‘delivery’. Shortly thereafter, it was built a conceptual model establishing three research assumptions that were investigated in this thesis. Regarding the methodological procedures, adopted mixed sequential method. The research is exploratory and descriptive in its nature, having as analysis unit the organizational routines of fuel distributors in the Industrial Port Complex of Suape/PE and, in turn, it was used to study the strategy of multiple cases. In this way, it was involved two steps: the first qualitative and the second quantitative. On qualitative step, interviews with professionals from distributors of fuels that exercised coordination and management positions associated with the selected routines to perform the study. To carry out the interviews it was developed a structured questionnaire with open questions. From the analysis of these interviews has drawn up a questionnaire structured and closed that was applied in quantitative research stage contemplating a sample of 70 respondents. In qualitative data analysis was applied to content analysis technique of Bardin (2006) for the categorization process a priori. In the quantitative data analysis, for the comparison of averages between small, medium and large distributors, it was applied the non-parametric test of Kruskal-Wallis (KW). In addition, we used the technique of confirmatory factor analysis together with structural equation modeling in order to test the hypotheses that emerged from the qualitative analysis and discussion of the theoretical model. With the data triangulation, the results showed that there are significant differences in the operational performance of small, medium and large distributors when compared with each other. In addition, the relationship between the dynamic capacity and operational performance was highlighted, once found the need of these organizations carry out properly their respective operational routines in line with the guidelines of the industry regulators. The relationship between the dynamic capacity and absorptive capacity also confirmed due to distributors demand knowledge to follow and promote potential changes and adjustments in their routines. However, the relationship of mediation involving the absorptive capacity is not supported because the stages of acquisition, assimilation and transformation are not so well developed by distributors. Thus, the only step that turned out was the exploitation. For this reason, to be offered an alternative model which would test the incidence only of this stage, verified that the mediation was evidenced.
