O setor das concessões rodoviárias em São Paulo enfrenta desafios ao se deparar com uma perspectiva diferente da que foi prevista anteriormente à pandemia. O estudo propõe avaliar os impactos no fluxo de veículos que as concessões das rodovias dos Bandeirantes, Rodoanel Mário Covas e Raposo Tavares sofreram em reflexo a crise. Foram utilizados dados de volume diário médio obtidos de equipamentos do Departamento de Estradas e Rodagem do Estado de São Paulo nos períodos de 2018 a 2020 para a rodovia Raposo Tavares, fazendo um comparativo dos dados da rodovia nos meses de Abril a junho com a greve dos caminhoneiros em 2018, e os dados nos períodos de 2019 a 2021 para a rodovia dos Bandeirantes e Rodoanel, os quais foram tratados e analisados, a fim de estimar a diminuição da arrecadação financeira das concessionárias responsáveis pelas rodovias Bandeirantes e Rodoanel. Foi empregado o método estatístico, através de um estudo de caso, para obtenção de gráficos informativos que possibilitam a análise dos dados e comparação dos mesmos, foi observado diminuição do fluxo de veículos tanto comerciais como de passeio durante a pandemia em todas as rodovias analisadas, com diferentes taxas de cobrança em cada praça, a rodovia dos Bandeirantes foi a que obteve maior estimativa de diminuição de arrecadação na praça observada ao se comparar com o mesmo período do ano anterior, o Rodoanel apresentou também uma diminuição em sua receita recolhida no mesmo período analisado, os dados de fluxo de veículos da rodovia Raposo Tavares tiveram uma diminuição maior em porcentagem durante a pandemia do que durante a crise da greve dos caminhoneiros.
The road concession sector in São Paulo, faces challenges when confronted with a different perspective previously predicted before the pandemics. The study proposes to evaluate the impacts on the flow of vehicles that the concessions on Bandeirantes, Rodoanel Mário Covas and Raposo Tavares highways suffered from this crisis. The average daily volume data obtained by equipment of Roads and highways Department of São Paulo State, from 2018 to 2020 related to Raposo Tavares highway, it was used as a comparison between the highway data from April to June, due to the truck driver’s strike in 2018 and the data from 2019 to 2021 from Bandeirantes and Rodoanel highway. These data were treated and analyzed in order to estimate the decrease in the income from the concessionaires responsible for those highways. A case study was used as a statistical method, in order to obtain informative graphics; which allows data analysis and comparison. We observed a decrease in the flow of both, commercial and passenger vehicles during the pandemic period. In all the analyzed highways, we realized a different income. Bandeirantes highway had the highest estimated decrease in the income collection, in the observed square when comparing to the same period of the previous year. Rodoanel also presented a decrease in its revenue collected in the same period analyzed. Vehicles flow data from Raposo Tavares highway had a higher percentage decrease during the pandemic time than during the truckers strike crisis.
