© 2022 John Wiley and Sons Ltd.The outbreak of large-scale demonstrations in June 2013 took analysts of Brazilian politics by surprise, both at home and abroad. The relative economic stability was the result of social inclusion policies established by the first Lula government alongside the institutionalization of forms of participatory management, which gave all sectors of society the opportunity to play a role in formulating and implementing the most important public policies. The federal government’s reaction was to adoptanti-cyclical measures to stimulate high-impact production chains to generate employment. Due to the deterioration of urban transportation services, proposals regarding public transport were the focus of discussions and were decisive for the results of the 2012 municipal elections in São Paulo. The incorporation of social movements in the formulation of urban public policies in Brazil was a successful case of asserting rights to the city at a historical moment of public policy formulation in the wake of the country’s re-democratization.
