Abstract

All rights reserved.The most recent administrative reform in Brazil, from the decade of 1990, intended the implementation of the management model inspired by the countries of common law, it emphasizing the need for efficiency, with the application of private-initiative management practices. However, the optics of particular is not always applicable to public service. So highlights whether the UK and USA health systems, once the first served as a model to SUS in Brazil, being public and universal, while the second the primacy is the provision of the health service by private with state subsidies in certain situations. The World Health Organization’s data will be analysed together with the governments studied, researchs and doctrine concerning the provision of public services and the efficiency. It. hopes to demonstrate that, even in common law’s tradition countries, the direct performance of the state in attendance of fundamental rights can be efficient, while delegation to particular can be inefficient, in the sense of having a high cost, as in the United States of America.
