dc.description.abstractThe main objective of state government is to provide for the public interest, such as the provision of such urban infrastructure as road paving, rain and creek water drainage, street lighting, signage, building bridges, and emergency programs that seek to improve living conditions for low-income residents. The industrial deconcentration of the Sa~o Paulo Metropolitan Region that began in the 1970s has led to economic growth in the interior of the state, which has resulted in economic and social development in these areas. The formation of small- and medium-sized firms in these clusters occurred alongside the emergence of complementary informal activities. These informal firms initially located near the centre of cities and eventually spread towards the formation of new APLs. The random scattering of production throughout the city forced municipal governments to consider the localization of industrial districts into their territorial master plans, particularly in order to better accommodate emerging APLs or clusters.
