| dc.description.abstract | The paper analyzes some forms of Open Access policies adopted in renowned research centers and funding agencies in order to increase the scientific production and facilitate access to teaching materials by the academic community and other citizens. We know that the legal establishment of rules of intellectual property are sometimes incompatible with access to scientific publications. Some databases and academic publications are prohibitivelyexpensive, even if obtain articles of researchers, volunteer reviewers and the editorial board almost always at no cost. In addition, a significant amount of research investment has its origin the State and educational institutions. Thus, we believe relevant to consult the way we are governed the knowledge disclosure policies, the official pages of some research centers, located in Western countries of different legal traditions. By the doctrinal point of view, on behalf of the copyright protection, some voices defend the right of students and researchers, even public institutions, postpone or even refuse to divulge their research in archives of universities. Others argue that any form of imposition hurts academic freedom. We concluded, after reflecting on the nature of these arguments and ponder the conflicts between private rights and collective interests, that without violating copyright rights, policies could encourage or even require, depending on the case, research deposit into Open Access repositories, supported by the rights to culture, education, information, efficiency, development and innovation. | |
