All rights reserved.This article aims to analyze bureaucracy through the lens of Administrative Reforms, seeking to assess whether the efficiency advocated by the various reformist movements has indeed led to socioeconomic progress or remained stagnant under the weight of clientelism. It discusses the weberian model adopted by Getúlio Vargas, from the 1930s onward, the emergence of parallel administration, the 1967, Decree 200 of Reform, and, finally, the managerial movement. Oscillating between clientelism, market advocacy, and state apparatus efficiency-while always carrying a discourse of modernity-each of these reforms proved susceptible to political manipulation, at times serving as a technocratic instrument of control, at others hindering social advancement. The article thus seeks to problematize these reformist impulses and compare them with current movements, through an analysis of the formation and evolution of Brazilian bureaucracy and its legal transformations in historical perspective.
